Society’s definitions or operative understandings of corruption help to identify what it believes to be the reasons for corruption’s existence, and predetermines what it believes to be the effective and critical elements for corruption’s cure. 42 Laura S. Underkuffler Understandings of corruption that are advanced by academic theorists capture important pieces of the idea of corruption. Public corruption generally involves, in the predominant understandings, the violation of law, the breach of prescribed duties, the subversion of the public interest, and the violation of other broad normative standards.

In both arenas, prosperity, better living standards, and good earnings followed successful anti-corruption initiatives that were enunciated and then pursued systematically for decades until a reformed political culture (or corporate culture) had been achieved. My chapter examines the very few successful anti-corruption cases in the developing world to show the critical inputs of leadership. But, once again, the successes are suggestive, rather than conclusive. No one has tested side-by-side two nation-states following different leadership trajectories.

Although, presumably, the number of acts that are identified by these overlapping requirements are reduced, a way to distinguish corrupt from non-corrupt conduct is still lacking. For instance (to use Philp’s theory) there are certainly fewer acts that violate the law or other public “rules and standards,” harm the public interest, and involve a breach of trust, for personal gain, than that simply have one of these characteristics alone. Yet, all acts that share these characteristics are not corrupt.
